Denklik & Attestation: How Pakistani Documents Are Prepared for Turkey

“Denklik” is often used as if it means one stamp. It can refer to different recognition or equivalence processes. Pakistani attestation, school-level equivalence and YÖK higher-education recognition are separate ideas; the correct route depends on the document and purpose.

1Not one chain

School and degree documents differ.

2Pakistan side

Board/university, IBCC/HEC, MOFA as applicable.

3Türkiye side

School equivalence and YÖK recognition are different.

4Translation

Only the authority’s current requirement controls.

Key facts

  • IBCC handles relevant school-certificate attestation/equivalence services in Pakistan.
  • HEC handles higher-education degree/transcript attestation services.
  • MOFA Pakistan handles foreign-use attestation/apostille processes.
  • YÖK distinguishes institution recognition from diploma equivalence.

Direct answerWhat does denklik mean for a Pakistani student going to Turkey?

It means “equivalence,” but the correct office and process depend on the document. A school-leaving certificate used for undergraduate registration is not the same as YÖK recognition of a foreign higher-education institution or diploma. First identify the document, study level and university request; then complete only the applicable Pakistan and Türkiye steps.

Teaching note

Write the purpose at the top of the file: undergraduate registration, postgraduate admission, transfer, or professional use. The purpose decides the route.

Lesson 1Separate the three processes

Pakistan attestation confirms documents for foreign use. School-level equivalence supports registration based on secondary education. YÖK recognition/equivalence concerns foreign higher-education institutions and diplomas.

1Pakistan attestation

Board/university + IBCC/HEC + MOFA where applicable.

2School equivalence

Ask the Turkish university/MEB route.

3YÖK recognition

Institution-recognition questions.

4Diploma equivalence

A separate higher-education evaluation.

Lesson 2Pakistan-side document ladder

Not every paper goes through every office. School certificates and university degrees use different authorities.

Lesson 3Undergraduate registration route

A Pakistani school-leaving certificate used to enter a Turkish bachelor’s programme may need school-level equivalence. Ask the receiving university which MEB/provincial process and documents apply.

1University offer
2Ask registration office
3Identify school-equivalence route
4Prepare translations/approvals
5Submit as instructed

Map your document route before paying

Identify each document, purpose, authority and current requirement.

Lesson 4Postgraduate and transfer questions

For foreign nationals entering postgraduate study, YÖK explains that an institution-recognition certificate may be enough in many non-health cases, while health programmes and diploma-equivalence uses can differ.

Institution recognition

  • Is the foreign institution recognised?
  • Does not equal diploma equivalence
  • Purpose-specific

{right_title}

  • Compares qualification level
  • Separate application
  • May need more evidence

Lesson 5Translations and name consistency

Keep names, dates, qualification titles and passport spelling identical. Obtain notarised Turkish translations only from an accepted route when required.

1Name

Match passport spelling.

2Dates

Use one format consistently.

3Qualification

Do not invent equivalence.

4Translation

Use accepted translator/notary.

Lesson 6Avoid the universal-chain myth

A five-stamp diagram can be useful for planning but becomes misleading when applied to every document. Build a document-by-document matrix.

1Sending every paper to every office
2Confusing school and degree equivalence
3Using an unapproved translation
4Paying an unofficial fixer
5Starting after arrival
6Ignoring original-document rules

Frequently asked questions

Does every Pakistani certificate need HEC attestation?

No. HEC is for higher-education documents. School certificates use relevant board/IBCC routes. Confirm the exact list.

Is IBCC the same as YÖK denklik?

No. IBCC is a Pakistan-side body for relevant school-document services; YÖK handles Turkish higher-education recognition/equivalence matters.

Do I need Turkish translation?

It depends on the receiving authority. Use an accepted translator/notary route only when the current instruction requires it.

Can one agent complete denklik without my originals?

Be cautious. Official processes may require originals, certified copies, consent or personal/authorised submission. Follow the authority’s instructions.
