Eligibility is the highest-volume set of questions in the whole programme, and the worst answered: most published content quotes the 70% floor and stops. This guide does the opposite of the odds-and-chances content out there — every answer here is a published rule or a refusal to guess, and never a probability. Where a rule can change, we say where it is published instead of paraphrasing it from memory.

02 · The floor, not the room
70% is the minimum to apply, not a target: science and engineering need 85%, health sciences 90%. Eligible to apply is not the same as selected — and the selection decision belongs to the scheme alone.
70% opens the door; it does not furnish the room. Being eligible to apply and being selected are two different things, and the difference is exactly what most content refuses to explain. The thresholds by field are published — the chart above reads them off — and they are floors, not targets.
What a candidate actually controls is the file: complete, truthful, matched to the field applied for. That is the honest answer to "what more do I need?" — not a probability, not a trick, and never a promise that a strong file changes the rules. The selection decision is the scheme's alone; no consultant influences it, and we claim no such influence.
And nobody should leave this page thinking the scholarship route is the only one: the self-funded private route runs in parallel, at published-but-lower academic floors with higher fees. Both routes, one honest file.

04 · The technicality
Yes — final-year students can apply with an expected-graduation letter from their institution, on the condition that the degree is complete before studies begin. Request the letter now; colleges take time over them.

05 · The language reality
No IELTS is required to apply for the scholarship. The language requirement comes from the university and the programme — each one is different. And scholars complete a compulsory Turkish year, so the degree effectively starts a year later; plan for that.

08 · The refusal to guess

Whether matric marks are counted, weighted, or ignored changes, and it is not ours to assert.
